[Proposal] clarify map submission requirements rules

The aim here is to:

1. Specify that credits for resources used are required in the hive submission/post
2. Clarify that credits for resourced used in-map are encouraged but not required

Old text:

The authors of imports you used (models, icons, skins, spells, etc) must be credited in your description. Note that if you're missing any, you can "View Resources In Use" below your map description of the map page.

Proposed new text, emphasis used to highlight changes:

The authors of imports you used (models, icons, skins, spells, etc) must be credited in your map submission post/description. Crediting imports in-game is not required but is encouraged. Note that if you're missing any, you can "View Resources In Use" below your map description of the map page.
