Post requirement to rate a resource

To be able to rate a resource, you must first make a post in that thread. However, you can make a post, rate the resource and then simply remove the post without losing the rating.

Sounds like an exploit to me. Either the post requirement is useless or it has to be fixed.

Well. This is a meassure to get a valid reason for downrating. If there is none, it clearly shows that the user downrated just to downrate and thus his ability to rate should be disabled.
