Phoenix fire Multiple Target

Yeah the cooldown is .01... Meaning its shooting 100 times a second. Meaning, it's picking a random target without the buff 100 times a second. The duration of the buff is .01 also so it keeps being allowed to cast continuously on all the units because the buff is not long enough for the unit to be stopped from being targeted by the fire.

Change the values back to default and you should understand why its working as it is. Its working as intended.
 
If you're wanting it to focus on a unit, consider forgoing using phoenix fire entirely and using something like a dummy unit instead. An invisible locust unit that's constantly being moved by triggers can simulate what phoenix fire does and maintain targets.
