Why don't you use something like this?
  • GoTo101Level
    • Events
      • Map initialization
    • Conditions
    • Actions
      • Unit Group - Pick every unit in (Units in (Playable map area) owned by Neutral Hostile) and do (Actions)
        • Loop - Actions
          • Set NeutralCreeps = (Picked unit)
      • Hero - Set NeutralCreeps Hero-level to 101, Hide level-up graphics

It doesn't work- I used NeutralCreep variable as a unit variable with a "none" value? Is that right?

As long as you set that value into a unit later. That's the "Default Value" (as for Starting Value).

I didn't expect it to work anyways... I don't know if a program (like World Editor Unlimited) can extend the unit level, but according to my knowledge you cannot set a unit level more than 100.

On Battle.net (US EAST AZEROTH) There is a game called Twilight's Eve- In this game the units in a Hell Difficulty dungeon are in there lvl 120s.....

Yes this is correct.I know maps that have heroes/creeps more than 100 lvl,but i'm not sure how they do it.I can try and find a solution for you...Just out of curiosity :D

1) Open gameplay constants.
2) Double click "Unit Maximum Level" while holding down shift (the button above ctrl).
3) Change the value to whatever you want.
4) Click "ok".
5) Close gameplay constants.
6) Create a creep of whatever level you like.

And don't tell me "But it doesn't work that way...", because it does.

Here's two screenshots from my current map to convince all the doubters:

hmmmm

you cant set it over 100...
but try using a hero as the base for the unit
you can make hero levels go as high as you would ever need too
and you can set it up just like any unit you could need :con:

oh whoops.... somebody already solved this :)
