Scurvy bugs.

Indeed: the comment by KnifeSoldier appears to be editable/deletable when one isn't logged in (using either FF or IE). That user's profile also seems to to be bugged: it may have somehow been deleted/become corrupt. Therefor, if the account has been deleted, all posts will revert to "Guest" and if one views the site as a guest, the edit option appears.

However to actually edit or delete a resource comment one MUST be logged in using a valid account.

[EDIT] Ralle has hacked around the bug: resource comments made by invalid profiles are now attached to HIS account:
