Okay, the time to close the election has come.

With overall votes of 5, darko bests daffa with 3 votes.
Thus darko is declared as the watcher of RP #2.

Every week an election will be held for watcher.
The watcher will not be changed until the election has ended.
If a user becomes watcher two times rapidly he/she would not be able to participate for a round.
