Notifications about rule changes

rules are all contained in closed threads where you can't post
even if you subscribe to these threads you won't get notifications when OPs of those threads get edited and, most importantly, what gets changed exactly
i think something should be done about that, maybe special site-wide notifications like those we get about contests and whatnot?
