(not so) Urgent: Edited version of DoTA

I haven't been on here for a while, mainly because I lost the game while formatting my computer. Anyway, I thought that, in order to get rid of the annoying OP characters, there could be an .INI file or in-game feature that would prevent anybody, AI or Player, from using them.
