Need your opinions in spell learning order

In what order should the mage learn his spells

I am creating a new caster unit for my altered melee. The unit has the Hydromancer model ant is called Mage. His skills will be Firebolt, Frost Armor, and Crushing Wave (all spells are findable in the editor but I may change the numbers). From you I'd like to know in what order he should learn the spells (ex. default - Frost Armor, apprentice - Crushing Wave, master - Firebolt). If you can give an convincing explanation an not just a vote it would be even better and I will add you in the credits if I take your choice.

Well, first should go Firebolt, since its a simple spell that damages only one unit and its not so useful as other spells.
Then goes Frost Armor.
And then Crushing wave, since it damages a lot of units and deals moderate damage.

I've put that frost armor in a middle since its not as powerful as Crushing wave and more useful then Firebolt.

I'm not sure about Firebolt because it stuns too. And then I regarded Frost Armor as maybe too strong for a first level spell because the Lich has it as an actual hero spell. And the problem with Crushing Wave early on is that what you stated.

Firebolt first, because its a medium damage single target, with a short bit of stun, and the mana cost is fair enough for a level 1 hero.
Then frost armor, because it's support. A support skill is always nice to have second.
Finally, go with crushing wave, because its AOE, deals lots of damage, and consumes lots of mana too. If crushing wave was second, then the hero would just spam too many damage attacks. If it were first, it could be too powerful, or they'd run out of mana too fast, and sit there looking stupid (especially if they were a caster).
