Need ideas for regional policies in a risk like map

I'm making a map set in the mid-late 1800s.

This includes capturing cities, several cities make up a region. Each region will have policies, upgrades and events available, these might be related to productivity, unit availability, unrest etc. I'd like these politices to be roughly based on real life events - or hypothetical events. These are inspired by Paradox game type events.

The map spans from Europe to India, Scandinavia to South Africa. (most of the following regions where not called this at the time, eg Tajikistan would have been Khwarazm or Khorasam, I'm still trying to decide this stuff)
Current regions:
India, Afghanistan, Uzbekistan, Tajikistan, Russia(Volga), Russia(includes Moscow, st petersburg etc), Russia (Ukraine), Poland, Germany, Bavaria, Austria, Slav, Balkans, Romania, Turkey, Egypt, North Africa, Arab, West Africa, Congo, East Africa, Italy, France, Iberia, South Africa, Scandinavia

I'd like to allude toward critique of empire by highlighting the brutality the various empires made upon their populaces. Particularly the British in India, Germans in South West Africa, Ottomans in the Balkans, Belgians in Congo (tho belgium will not be a playable nation, other nations will take over their role)

3 example cases of areas I have thought up some events for:

Afghanistan
  • Puppet Shah - A one off ability, grants a "puppet shah" unit and a bunch of afghan levy units to help capture Afghanistan. If the shah dies then the army deserts and afghanistan reverts back to neutral hostile.
  • Gold Caravan - A packhorse loaded with gold is spawned in a nearby friendly territory, escort the packhorse to a specified city to pay off a local warlord (buys significantly lower unrest), neutral hostile tribal raiders will try to loot the caravan.
  • Macabre Reminder - Kills small number of population in a town to erect heads on sticks. This increases unrest but increases repression slightly more (so overall less likely to revolt but will result in a larger revolt if it happens)
Ukraine
  • Standardize Cossacks - disables training of cossack units in return for higher available manpower, while researching this there will be cossack rebellions across the ukraine region.
  • Industrialise - This region starts unindustrialized meaning factories and train stations cannot be built. Industrialization is expensive, can cause reactionary rebellions, makes the cities there more vulnerable to proletarian revolution but increases productivity and allows construction of factories and train stations.
  • Encourage Ukrainian Nationalism - Negative research which is aimed at undermining another nation ruling ukrainian territories. Will cause nationalist rebellions within the territory.
  • Reppropriate Land - Available to russia after abolishing serfdom, will lower manpower and productivity, but lowers unrest as land is taken from landowners and given to the newly created peasant class. Lowers productivity since peasants are less available for proletarianization.
Congo
  • Hand Bounty - Sign order to collect hands if production quotas are not met. Increases Unrest but increases repression more (so less likely to have rebellion but the anger will cause larger rebellions if they happen). Lowers prestige of nation doing this. Lowers population growth rate for owned congo territories.
  • Askari Levy - Allows recruitment of Askari units, african levy armed with muskets or rifles. These units will also show up in any rebellions in the area and if they're nearby during a rebellion have a change of joining the rebellion.
  • Manufacture Famine - Kills off a bunch of population, lowers unrest, temporarily lowers production
  • Journey to the heart of darkness - Unblocks rivers deeper into the congo, eventually unlocking an ivory rare resource (just gives money) but any units which enter the area will secretly be added to a unit group which can "go native" when a rebellion happens.
I think I'll include manufactured famines for India too - like the British did. In the Balkans/Romania I think I'll allude to the various atrocities committed there by the Ottomans (leading to the Balkans war) and by others later. Industrialization will be available to many areas (and will start by default in some places like British Isles) but some areas like Afghanistan will not have it. Persia will also have the Puppet Shah event (like the British did in the 1900s). Askari recruitment would be added to most African territories except Egypt and north Africa. Cossack events and units will also be available for the Volga Russian territory.

Atop all this each nation will have "politicos" which can travel to an area to increase unrest or trigger a one off event. (like an enemy agent going to Russia held Uzkbekistan territories could trigger a one off event where a capture warlord is released triggering a massive neutral hostile attack of tribals against the Russians - a la the escape of Yakub Beg)

Some areas, like afghanistan, will naturally have higher unrest making them difficult places to hold.

Do any areas or events stand out to anyone? Any historic events or hypothetical events you can think of?

It seems ambitious now I look at it but I think the event system is probably the hardest/most complex part.
