Need Help With Multiple Auto Firing Weapons

So I have given my unit two weapons.
Both weapons have Moving Allowed.
And both weapons have Can Initiate Attack, and Continuous Scan.
Linked cooldown and all those other options are unchecked.

The weird problem I am having is that only one weapon will fire while my unit is stopped and not moving. If I start to move him both weapons fire as they should. But whenever he stops one weapon stops firing the other dominates it.

Any ideas on this one?

Not getting the responses I wanted so I decided to upload my test map so you can see my problem better. You can see the cooldown on the weapons as they are firing. As you drive around the bunkers you will see both weapons firing and their cooldowns resetting. However, as soon as you stop you will see that weapon one stops firing.

I don't think its a flags issue since both weapons work. Its simply that they only both work while moving.

Still, if it is flags maybe you can see something I missed.

Well since its really the only solution anyone has given I will try it. What do you mean about assigning One Unit as a Turret on the other?
 
I'd love to look at the StarCruisers stuff, but I don't know where to download their map.

I have played that map many many times. But where is it located on my system to open it to check things out?
