If you had indeed explored the World Editor throughly, you could have been able to find it and find out what it does.

It's the exact same problem you are asking for.
But to give you the answer, you could try download JNGP (a modded WE) which contains a program called UMSWE where you can decide stuff like making tiles unwalkable.
