When you add the Crow Form ability to a unit it automaticly makes him a flying unit.

If you would look at the Animation - Change unit's height, you would see the blizzard's note saying it works only on flying units, so the crow form allows you to use it also on non-flying units by changing them to flying, using it, and then removing the crow form.
