[Spell] Monsoon - Cluster Rocket Effect

I am trying to make an Airstrike spell using monsoon as the base spell, however the cluster rocket effect spawns on the enemy, whirls around abit then damages the unit, is there any way to make the effect spawn above the unit and come down onto it, similar to how the meteors from the rain of fire spell spawn above the ground.

You could make a dummy unit that uses a cluster rockets ability. Then just set the flying height of the dummy with triggers.
