Is there any way I can make a map in World Editor that resembles a real location? I am trying to make a map of my hometown, tried many times, failed all of them. Thanks for your help.

Is there a program that would allow me to put a transparent layer on top of World Editor terrain so I can place terrain on top of it? Or anything that would make it easier?

Not actually sure but on to your main question, I do have to agree with Daffa that it needs really careful terraining and also advance imagination. You will need exactly the model for the houses, tiles, and props that really looks like in your home and there.

Best option:
  • Request to someone to make the resources you will need such as houses, props and tiles.
  • Learn some terraining skills, better if advance ones. Not saying your a bad one but just saying if your not on to terraining.

The thing you need is to make sure what things exist in your city.
To start with creating a huge playable city in WE is impossible.
Just focus on creating the biggest part you can while units can move etc.
They thing you really want is to know what exactly exist in your city.
For example.
In the end of 4151 street lives an old man with small garden and a dog.
His house ain't large, just normal.
Then
*searches and find pieces to construct your own house (there are a lot in the Hive)
creates the house, creates the garden, adds a dog and a crazy old man*
Boom!

You can make something that resembles the place like shaping the land like your city, placement of the houses, shapes and sizes of trees, maybe local shops, and etc. There's been maps that is like your idea but they have never made an exact replica of what they were gonna make. They just made something similar.

yeah, agreed with hera.. there is no exact replica, similar is exist.. because if you do want to make it exact? go around your town and write everything in notebook.. i don't say exact replica is imposible but that really hard and i'm not a good terrainer either
this my suggestion:
terrain your map first shape it like your city as Hera said
decorate it (like the streets, outdoors decoration)
then the houses and the last, indoors decoration (no need to expensive, create the simple one)

it's pretty hard but if you keep training, anything possible
