I don't think you can detect mana cost directly. What you can do is check if the ability being cast is equal to Ability X and then give life equal to what you set as mana cost of Ability X times 2.

So if a unit with the item casts Chain Lightning and you set the mana cost of Chain Lightning to 100, then you check if the ability being cast is Chain Lightning and if that's true, then you add 200 life.
