Making an enemy unit simultaneously a shop

I have hostile enemy units with abilities that can be cast, such as heroes, who I want to simultaneously make shops for a game mechanic where you can buy them out. This can be accomplished by giving them the select hero and the sell items abilities.

The problem with this ability is that it allows players to use the enemy's units abilities and/or learn abilities for the hero. Move/hold position/attack/stop are hidden from the player, but abilities still show up in the UI and can be cast.

I have tried disabling the abilities for the player and hiding the abilities on the unit, this does not work.
