Low ground fog

I've noticed most Blizzard maps has some sort of fog on the lower levels. I can get the same fog if I lower the terrain (using the height, not the cliff section), but that makes everything so uneven. Alternatively, I can lower the entire map, removing the unevity, but then everything becomes so distant.

How does Blizzard do it?
