1) Do threads get locked because they become too long or they get locked for other reasons ?

2) Can I mention the name of any non-blizzard game in other forums on this site like in Triggers and Scripts , for example I found an idea in other game that I want to disccuss is this allowed?

1) Do threads get locked because they become too long or they get locked for other reasons ?

Threads get locked if the situation gets unstable (i.e. trolling, flaming or the regular spamming) or becomes inactive after a certain amount of time.

2) Can I mention the name of any non-blizzard game in other forums on this site like in Triggers and Scripts , for example I found an idea in other game that I want to disccuss is this allowed?

1 - I don't recall any rules that prevent such thing, but it's best if you don't do it/create the non-warcraft scripting in Computer Tech. Reason: Because most Script-people are skilled in Warcraft-related scripts and not non-Warcraft scripts.

2 - If you got an idea (from a different game) and want it implemented in a Warcraft 3 map, you should check out the Idea Factory sub-section at the Map Dev. section.

3 - If you like the game and bla bla but you want to talk about it, go give it a try in the General Gaming.
