Level Faulting?

I set my max levels to 100 , but my hero and other hero's get stuck on level 5?

It levels till say 1400/1900(LVL5) and if you kill something you don't gain exp at all...
But you do get past level 5 with tomes and if you kill a summoned unit you still get exp , is there a way to fix this ?

Thats because of the creep exp reduction your heros kill units owned by neutral hostile,they will get stuck at level 5 because after level 5, creeps give 0% exp. go into the gameplay constants and change it to 100% or whatever and voilá.
