Kick Vote Trigger System

just wondering, How can I create a kick system that allows for all players in the game to vote on whether the specified player should be kicked. for example:
red types -boot blue
a menu opens on each players screen asking whether they would like to boot the player, yes or no are options
the system counts the votes and makes the descision whether to kick the player or not based on the majority vote.

I suggest you take a look at the system found in sked's open source Battle Ships map. If you don't have it, I've attached it.
