That's because the site was down: plain and simple. Please be patient until their staff atteend to things and gets them in working order, as they seem to now have done.

NewGen is a complex combination of several sub-tools that are constantly being worked on. Maintaining a scond download location wouldn't be a good idea until there's a stable release.
