Yes, because when a unit picks an item up, the item actually gives the ability to the unit. However, if you drop and pick it up again, the ability will be set to level 1 once again.

thank you, so are all item ability can levelup without some bug ? cause i heard some ability can't be levelup

Edit : i just tested it with 'Item Hero Stat Bonus (+1 Agility)' i set the ability 2 level and give to the heroes but the effect just level 1 doesn't work for level 2. i set +10 allstat level 1 and +20 level 2, but the heroes just get +10 allstat

something similar happened to me before I had to make 2 item abilities of all stats and just remove old then add new.
