is there any good free animating programs?

What does that mean? You have a stick man and that is all he does?

If you mean .gif animations, try GIMP (you make a multi-layered image, export it as .gif and choose to export it as an animation).

Don't like GIMP, go for UnFreeze. You drag and drop your .gif pictures in there, choose their order, amount of clicks between images, click "make animated .gif" name it and click ok.

If you are talking about animating a 3d model, you should be able to do that in the program you created it with.
