How to make Incinerate exactly like Incinerate (Arrow) without it costing mana and being able to auto-cast?

How are they different? As far as I knew they were mechanically the same just one costs mana and must be auto cast to apply to attacks.

Incinerate (Arrow) in Object editor doesn't tell its values for Death Damage Full Area, Damage Half Amount and Half Area.
