Icon Position

If I have 2 icons in (0,2), what determines which icon will actually have (0,2) while the other gets moved?

I guess the one that is added first or the one that has a lower index.
For example in a list of structures that can be built by a unit, that is a list.
The icons are placed depending on which building is first (if two buildings would have the same position).

Either of those.

It will be random, it is either the first or the second one will take place on that button.
