What do you mean with "a folder or program with Warcraft 3 Patches"? Are you going to download the game, right?
If you want latest patch of Warcraft 3, simply download the Battle.net app and login with your existing account to get the installer, as long as you have Reign of Chaos key (The Frozen Throne key is useless).
If you want a legacy versions of Warcraft 3 (pre-1.32), there are many places where you can download them, although this thread in Hive is recommended.
Once again, you must have a valid keys for both ROC and TFT in case you want legacy ones.
