It's a way too simple model, and there are very similar ones in the MPQ that end up making it not so useful. Also, it that its fixed position makes it look very weird in-game. Attachments tend to rotate a lot. If you simulate wind in your attachment it will probably look wrong in-game.
This could work, if you did a ribbon emitter with a flag texture. That would make the flag 'adaptable' to different rotations and positions, since it would always follow gravity. If you want to do a relevant model in this matter, search more about ribbon emitters.
Also, that screenshot is a mess. Screenshots should show clearly what the model is.
