How to make terrain to look like this

I was thinking to make it tall like on this picture

It just higer/lower manipulation. This is 3rd layer so:

Make terrain at hight of 3. Then with diffrent clif try to move layer 1 down to 0. It sometimes couses bugs, so terrain looks like this one.

Simply use newgen and you'll be fine. It's just vertical height modification, nothing else.

You can do that in newgen in less than 10 seconds.

With newgen you can use the raise/lower tool to make edges of up to 90deg if i remember correct

Put it in your warcraft installation folder in a map called UI
(create it yourself if it doesn't exist yet)

This file simply extents the height limitation on slopes.
Yes Newgen does this too...

Now use the raise and lower tool to raise the terrain, and use plateau tool to make platforms of that risen terrain.
