Hold shift and hit enter to edit Art - Maximum pitch angle. Set it to -90.

Then add some flying height. Set the unit's flying height to about 30 and set movement type to flying.

Or you can adjust the height with a trigger. Set movement type to foot. Add unit ability Storm Crow Form to the unit and then remove it right away. This allows the manipulation of flying height of non flying units. Then set the flying height with Animation - Change unit flying height.

The latter method propably works better if the unit is on slopes or uneven ground.
