AFAIK, you can either install the patch with battle.net or with the Warcraft 3 Launcher. Blizzard no longer makes offline patches ever since patch 1.28.

Ah yeah this is an annoying problem with the video game industry today.
Always the damn launchers to market their crap and LAG the CPU and GPU like HELL!!!!! In addition to making the whole process of updating completely online-dependant, meaning you can't enjoy singleplayer updates.
