Thats verry simple for thos who knows, just open the worldeditor, then go to advance, then choose Gameplay constants and then mark the box saying "use constume gameplay constants" (it makes it able to change anything in that window) scroll down untill you find the hero- maximum level and then change it to your preffered maximum lvl.

World Editor FAQ explains maximum hero levels in detail.

Heroes past level 10
In many WarCraft scenarios you can now raise a hero's level to above level 10. This is done by changing one single value.
Go to "Advanced" -> "Gameplay Constants"
Tick "Use Custom Gameplay Constants"
Find the field called "Hero Maximum Level"
Set this to whatever you want the maximum level to be.
NOTE: Maximum is 10,000.
