[General] How to increase atk speed by % ?

I want to increase/decrease the attack speed of a unit by percentage?
Do I need a dummy ability for this?

You could try using Bloodlust... I think you can set it to negative to decrease attack speed too.

Every attack speed modifier is in percentages, including the one from agility. The only other way is morphing the unit(thus changing base attack rate)

Endurance Aura, Bloodlust, Unholy Frenzy, Berserk, Gauntles of Haste, Frenzy, Chemical Rage, etc.

Pick your flavour.

To clarify,
When setting the stats for one of those abilities.

0.05 is 5%
0.35 is 35%
0.2 is 20%
1.5 is 150%
10.0 is 1000%

-0.25 is -25%
-1.55 is -155%
-0.85 is -85%

etc etc.

Negative values might not work on some abilities. For instance, gloves of haste can't reduce attack rate.

Also be aware there is a limit of +/- 400% attack speed. Faster attack speed might be limited less than that due to animation backswing.
