I want to change footman attack from 12 to 24.
I want to add holy light spell to footman.
I want to change holy light mana cost from 65 to 100.

Is it possible to do this in mpq archives?

Not exactly. You need to extract the object definition file (war3map.w3u for units iirc) and add a changed field there. This will override the game's base values for a footman. You should be able to pull this off even without external tools:
1. Create new empty map in WE. Save
2. Extract war3map.w3u from target map (mpq editor)
3. inject this file in the empty map (mpq)
4. Open empty map
5. Make edits in Object Editor, save
6. Transfer the modified file to the original map

If MPQ archive is corrupted, you'll face further trouble because it won't open in write mode.

The .w3u files also contain data for the unit strings as well iirc. To avoid unwanted issue with string corruption after overriding the object definition, one uses the "war3map.w3o" instead.
