How do I increase the maximum amount of characters I can use in Text - Tooltip - Extended? I've tried opening it holding shift, but it does not help.. I think it is possible cause in DotA's heroes description they write whole stories about the hero..

You can't increase it. It is a hardcoded limit. Try to use fewer color codes. Try to use raw data if you can, since it doesn't count toward the limit:

Also, note that item tooltips can only take ~443 characters (according to Ezekiel12 in this post: link). But most other tooltips can handle quite a bit.
