Not sure WC3 game engine was designed to work at anything but 60 FPS. When I last tried it caused the game to perform very badly (sub 30 FPS). Actual game state updates every 0.03 second, at least for unit facing.

Use regedit to delete the WC3 video settings. Next time the game is started it resets the video settings to default. From the main menu set the visual quality to maximum as it often defaults to low.
