As far as I know you can discuss this things on Staff Contact.
Just create a thread there telling everything about your report then you can discuss it with the Staff.

I see. Thank you. Instead I just reported one of that user's posts and wrote the reason I've reported.

You can use the report button on any of the user's posts or messages and explain exactly what you are reporting even if the post / message isn't breaking the rules.
Basically you can report anything and just explain the issue related to that user.
