Computers do not automatically cheat. They will only cheat if explicitly instructed to cheat. This includes using standard AI on "cheating" difficulties, emulating "cheating" difficulties with trigger calls. Giving the computer player an unfair tactical advantage (more units, more resources sites, infinite units etc). Generally if a computer is cheating the map author explicitly wants it to cheat and they usually do this to make the game challenging to play.
If you want to use the in-built cheat codes then you will need to play the arcade map in "offline" mode where cheats are enabled. Do note that maps which feature progression will usually lock out any progress you make due to it being unfair for people who play without cheats. Cheats will work in offline mode, this is done by not logging into BattleNet 2.0 and instead opting to continue offline.
Do note that the selection of cheat codes changed from 1.0 to 2.0. In fact many 1.0 cheats no longer work in 2.0. Make sure you use 2.0 compatible cheats as most cheat listings on the internet were made for WoL and never updated (lazy content providers) so will list incompatible cheats.
these days the game can only run through the battle.net app and the only way to enable offline mode there is to disconnect from the internet. is there any way to go offline after starting the game?
Or on the app login screen click the gear symbol drop down menu (right of region, in your case it should show "Europe" so you are after the gear icon to the right of that text) and then select "Go Offline".
This only works if you have logged in at least once before with the account into the game. Otherwise it will likely ask to activate before allowing you to play offline. This is seldom a problem however.
So log out of your BattleNet launcher application. Get to the password entry window. Then do this...

Then once the launcher is in "offline" mode then start StarCraft II. StarCraft II will now be in offline mode.
You can now minimize SC2 and login into your BattleNet launcher application again. StarCraft II will still be in offline mode while the BattleNet launcher application will be in online mode again.
