Any map which is not deemed of high enougth standard is deemed a rejection.
They rejected because of the bad comments. You only get a pass if you get enougth good comments about your map. Probably you have many bugs in your map/ its not an original idea/ its shit.

yes and also Alpha maps are not allowed...
if your mape is at a state where you can play it then it wont be rejected. Don't upload maps that are not finished, I suggest you open a thread here, on the Map Development Section, and describe your map as detail as you can and post that map as a Attachment, so it can't be rejected, and you can get a better feedback.

most maps get rejected because of terrain. If you used blizzard's cliff, be prepare
for a score of 2/5 and 1/5. Then comes the gameplay, is it something unique or
something ppl have seen thousands of times. If you have something that nobody
else has, your map might end up with 2/5. Check what people said about your
map and try to correct those mistakes and bugs. Listen to them, ask for help
in the help section and see if someone wants to help you.

Also, make sure to have good triggers and leakess ones. Unprotected map are
also welcomed so people can tell you more about your map.

I think this is it.
