Hovering-amphibious movement

I hope that this is even possible: I need some way to make a hovering unit (has flying height), that can't fly over units, doodads or cliffs but can go over shallow and deep water like any amphibious unit. By changing the units movement type to amphibious, it loses the ability to hover and just sinks in water without using its movement height.
 
Do you know crow form movement height change trick?Set unit's movement type to amphibious and use that trick to change unit's flying height with triggers.
 
(Terrain pathing at (Position of (Triggering unit)) of type Floatability is off) Equal to False

Boolean comparasion > environment > Terrain pathing is off
