Hold and 4 Sets of Damage Trigger/Ability

Alright so, i'm needing a ability where you click the target with the ability (1 person) and it'll hold him (pause) for 4 seconds and if the caster moves or casts something else this will be interupted, each 1 second will do damage to the targeted enemy.
