Help: Visual Basic Dll files

I'm trying to use the image extractor but it won't work. I did everything in the "help me" text file but this... I don't know what I'm supposed to do with this and all the help me says is "search the internet" which is COMPLETELY unhelpful. What exactly am I supposed to do here? Is there a simpler program for editing skins in WC3 without all of this programmer know how?

Get War3 Magos Model Editor. Go to Windows -> File Browser (or MPQ Browser). It is easier to use for exporting. Use BLP lab to convert textures from blp to tga.
