TGA-BLP files

Hello all,

I have been trying for some time to be able to change .tga files into .blp ones, but warcraft 3 image extractor doesnt seem to work on my computer (vista). When i try opening it, it says the picture). Please could some1 tell me a different progrm that changes .tga to .blp ? or else then could you tell me how to fix it?
Note: i have the other files such as comdlg32.ocx, ijl15.dll and storm.dll. Picture just doesnt show them.

woah thank you hvo-busterkomo i thought i checked all of the tools section but i didnt find em D:
the first one doesnt work but i never knew viewer and model editor could be used too. thanks
