I basically want to create a unit that can load marines/marauders/infantry - but allow them to shoot while they are loaded.

Much like a bunker...

Only difference will be that this unit is a Siege Tank (Tank Mode). So it can move around, take orders, patrol etc... It can also load marines into it.

Can anyone help me out with this? The Data-Editor is not my strong-point but i am learning (slowly, but surely) how to use it.

Well you could first Duplicate(only if you want to modify maximum cargo slots or you could modify the one from the Bunker if your not using the bunker ingame) the Bunker - Load - Unload ability.
Give that to your siege tank and Give him the Ability Attack Redirect(this ability allows your marines to attack)
Add the Attack Redirect button to the Command Card of the Siege Tank.
If you dont want your siege tank to be able to attack(using his cannons) replace it with Attack Redirect.
I havent figured out how to allow him to attack while moving though.

you need to add the abilities from the bunker to your unit.

Attack
Attack Redirect
Bunker Load/Unload*
Stimpack Redirect
StimpackMarauder Redirect
Stop Redirect

The Bunker Load/Unload ability is what controls the capacity of the Bunker. Create your own by duplicating it and study it to learn how to customize your "bunker" accordingly.

The one problem with this, is that the units in the bunker will not attack while the unit is moving. That's what I experienced during beta, so try that above posters suggestion and look at the Diamondback.

Dont forget to add buttons to the Command Card.
