healing reduction effect

hi i've seen many maps with effects that reduces healing, what i mean is a "mortal strike effect" from wow - http://www.wowhead.com/?spell=47486 - like that, how would i do this?

i dont know if this has any effect on how it would be made: most of my spells are triggered, meaning they do intelligence x 3 healing etc

I know no way to reduce it except doing a condition to every healspell of your map and an action which halfes the heal

If you Mortal strike an enemy he gets your custom created Mortal Strike buff.

Your heal Abilities are triggered.
The heal is reduced by a percentage of your choice if the unit being healed has the Mortal Strike buff.

Cant think of another way except for triggering all heal spells
