I hope you're not testing against units of the same player. If you are, add friends to targets allowed.

If the damage after reduction is less than 3, then deal 3 damage.
For example
10 damage -> 2 reduction -> 8 damage taken
4 damage -> 2 reduction -> 3 damage taken
