btw,Rejected resources cannot be updated

This is only logical since a moderator has then deemed the resouce to be unapprovable for one reason or another, no matter what changes could be made.

If a moderator sees potential in a system that still can't be approved, he sets it to "Needs Fix" state.

If a resource is, for example, very badly coded and thus rejected, it is actually a good thing to the submitter. He might have gotten low rating for the resource, but once he submits it again he most likely gets better ratings.
 
I rejected the resource, and I'm pretty sure the "Send pm to the submitter" was ticked since I always tick it. So the resource didn't "randomly disappear".

However I can understand the confusion, people might not know that their resource will disappear if it is rejected as this information is not available.
You have a "Send pm to the submitter" option ? Cause i not always received private messages, and that kinda suxx.

The option should be removed as an option and being always ticked (and hidden).

Yes, the moderation form features a "Send PM" checkbox.
We always use those when rejecting / marking a resource as awating update to notify the user.
