Can anyone recommend a free program for making gifs, also I heard there is something called webm which is a gif with sound, is it possible to upload webm to hive?
 
Adobe Premiere can export as GIF, Photoshop's "Save for Web" saves as GIF.

Torrenting is illegal and can cause serious consequences if caught in action.
 
I mean I know there are programs that allow you to make gifs online without actually having to download them, and they are absolutely free. . .
 
Depends what kind of gif.
There are websites which can make gifs for you as long as you do not intend to create it frame by frame. (I think 16 FPS is default for gifs?)

Otherwise, most good image editing programs got it. I remember making a few simple gifs in photoshop.
You can also make it as a video and then convert to gif if you would prefer that.
 
Why not use VirtualDub? Free and open source video editor/encoder that appears to support exporting as gif (file->export). Can also encode into a proper movie format like h264 if you get the FilterMod branch.
