Frost Aura Help

How could I make a Frost aura reducing enemy movement speed?

make a spell based off of unholy aura, make the spell target enemies.. then make the health regeneration 0 and shift double click the movement speed and make it -.10 -.20 -.30 etc...

Or use the tornado's aura, which already slows.
