do you mean that you just want to change the angle that the unit is facing, or that you want to give it an option of landing and becoming a land unit (like crow form ability), or that you just want to use a flying model for a ground unit (so it will look like it is hovering on the gorund)?
I don't think it's possible.
Not through the WE alone, you'd need to edit the model and add animations for looking down and then play it through the trigger editor.
Unless just moving the head is fine, then you might want to look into the lock bone function.

you can make an ability that shoots something - like storm bolt, and have the missile be something that looks like what you want (like this maybe - TC'ed Energy Bolt)
or you could use lightning effects to create a beam between the target and the unit. this might require some triggering to get it to look good.
